The legislative session is now in full swing and that means it is time for us to get busy and make our voices heard in Jefferson City. Here are the Senate and House hearings this week on several bills that we are supporting. SB 735Β - Creates and Modifies Provisions Relating to Gold and Silver
Freedom Principle MO Position: SupportΒ
Summary of Bill:Β The act creates the "Constitutional Money Act" and declares that specie legal tender and electronic currency, as those terms are defined in the act, shall be accepted as payment for all public debts and may be received as payment for all private debts contracted for in the state of Missouri, in the discretion of the receiving entity. The state of Missouri is required to accept specie legal tender and electronic currency as payment for any debt, tax, fee, or obligation owed. Costs incurred during verification of the weight and purity of any species during any such transaction shall be borne by the receiving entity. Except as expressly provided by contract, no person or entity shall be required to use specie legal tender or electronic currency in the payment of any debt and nothing in this act shall prohibit the use of federal reserve notes in the payment of any debt. Under no circumstance shall the state of Missouri or any department, agency, court, political subdivision, or instrumentality thereof:Β Β

SB 734 β MOdifies Provisions Relating to Military Affairs
Freedom Principle MO Position: SupportΒ
Summary of Bill: This act modifies provisions relating to military affairs, including vaccination of members of the Missouri National Guard against COVID-19, Missouri Veterans' Commission's efforts on veteran suicide, medallion programs for certain veterans, fees for hunting and fishing permits for certain members of the military, and foreign ownership of real estate near certain military areas:Β
COVID-19 VACCINATION OF MISSOURI NATIONAL GUARD MEMBERS (SECTION 41.092): This act provides that no member of the Missouri National Guard shall be required by the Governor or the Adjutant General to receive a COVID-19 vaccination as a condition of state service. Β MISSOURI VETERANS' COMMISSION'S EFFORTS ON VETERAN SUICIDE (SECTION 42.022) This act requires the Missouri Veterans' Commission to review the provisions of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 and any regulations related to such act. After review, the Commission, in collaboration with the Department of Mental Health, shall provide recommendations and make efforts to adopt procedures, programs, treatment options, aid, and other assistance necessary to assist in the efforts to prevent veteran suicide. Additionally, this act provides that the Commission shall file a report with the Department of Public Safety and the General Assembly on the recommendations, implementation, and effectiveness of the Commission's efforts to prevent veteran suicide before June 30, 2025, and by every subsequent June 30th.Β

HB 1708 - Concealed Carry PermitsΒ
Freedom Principle MO Position: SupportΒ
Summary of Bill: This bill allows a concealed carry permit holder to lawfully carry firearms on public transportation, as defined in the bill. Anyone with a permit may also carry a firearm while traveling by bus. This bill does not apply to property of Amtrak or any partnership in which Amtrak engages. Additionally, this bill repeals the prohibition on the concealed carrying of firearms in churches and other places of worship by a person with a valid concealed carry permit.Β

HB 1989 β Transfer Procedures for Nonresident District StudentsΒ
Freedom Principle MO Position: SupportΒ
Summary of Bill: The bill establishes a public-school open enrollment program with the design to improve quality instruction and increase parental involvement, provide access to programs and classes, and offer an opportunity to align parental curriculum options to personal beliefs. The bill specifies that any student beginning kindergarten or already enrolled in a public school may attend a public school in a nonresident district participating in the Program. Districts must declare participation in the Open Enrollment Program by December 1st for the following school year. Participating districts are not required to add teachers, staff, or classrooms to accommodate transfer applicants. The bill includes a procedure for districts when a transferring student has special education needs. Schools may also establish standards for transfer applications and post the information on the school website and in the student handbook. School districts that are served by special school districts must reach an agreement with such special school districts regarding finance, staffing, and other items before participating in the Program. The Department of Elementary and Secondary Education (DESE) or an entity skilled in policy development shall develop a model open enrollment transfer policy as outlined in the bill. All public schools must adopt the model policy, regardless of participation in the Program; however, each school board can modify the model policy based on the district's needs.Β

HB 1511 - Electric Vehicle Charging StationsΒ
Freedom Principle MO Position: SupportΒ
Summary of Bill: This bill provides that any political subdivision that adopts an ordinance, resolution, regulation, code, or policy that requires the installation of electric vehicle charging stations must pay all costs associated with the installation, maintenance, and operation of the electric vehicle charging stations. The bill prohibits any political subdivision from requiring more than five electric vehicle charging stations per parking lot, or infrastructure for future installation of more than five vehicle charging stations, and the bill further states that such policies will only apply to parking lots with more than 30 parking spaces. The bill prohibits any political subdivision from requiring any school or religious organization to install an electric vehicle charging station.Β

HB 1960 - Establishes the βRegulatory Sandbox ActβΒ
Freedom Principle MO Position: SupportΒ
Summary of Bill: This bill establishes the "Regulatory Sandbox Act", which creates the Regulatory Relief Office within the Department of Economic Development. The Regulatory Relief Office will administer the provisions of the bill with the purpose of identifying state regulations that could potentially be waived or suspended for participating businesses during a two-year period in which the participating business demonstrates an innovative product offering to consumers. The Regulatory Relief Office must maintain a web page on the Department's website that invites residents and businesses to make suggestions regarding regulations that could be modified or eliminated to reduce the regulatory burden of residents and businesses in the stateΒ
